CHECK-IN AT THE DORMITORY
Moscow State University Dormitories:

  • Student residence hall on Leninskie Gory (DS, Main building of MSU): Moscow, 1 Leninskie Gory, Main building of Moscow State University, sectors: Б, В, Г, Д, Е, Ж. Directions: Universitet" metro station, then take buses 1, 111, 113,119, 661 or shuttle buses 572, 464 to the stop "DK MGU", or walk for about 15 minutes.

  • Affiliate of the Student Residence Hall (FDS): Moscow, 31 Lomonosovsky prospect, buildings 2, 3, 4, 6, 7. "Lomonosovsky prospect" metro station, then walk for about 4 minutes; or "Universitet" metro station, then take buses 130, 187, 260, 661, t34, t34k, 572 to the stop "Ploshad Indiri Gandhi".

  • Student Residence Hall on Lomonosovsky Prospect (DSL): Moscow, 27 building 11 Lomonosovsky prospect. Directions: "Universitet" metro station, then take bus 447 to the final stop.

  • Student Residence Hall on Vernadsky Avenue (DSV): Moscow, 37 Vernadsky Avenue (entrance to the dormitory from Kravchenko Street). Directions: "Prospect Vernadskogo" metro station, then walk for about 3  minutes.

  • Student Residence Hall at Kravchenko Street (DSK): Moscow, 7 Kravchenko street. Directions:"Prospect Vernadskogo" metro station, then walk for about 10 minutes.

  • Residence Hall for Postgraduate Students and Trainee (DAS): Moscow, 19 Shvernika street. Directions: "Universitet" metro station, then take tram 26 to the stop " Ulitsa Shvernika"; "Shabolovka" metro station, then take tram 26 to the stop "Ulitsa Shvernika"; "Akademicheskaya" metro station, then walk for about 15 min or by bus 121 to the stop "Ulitsa Shvernika".
At the time of arrival at the hostel, you should have a scanned confirmation letter with you which confirms that you can be accommodated at the dormitory. Show it to the dormitory employee at the entrance. After that, you need to go to your floor and find the administrator of the floor who will show you the room, give you the keys and bed linen. The administrator will provide you with safety information and answer your questions. If you need help, feel free to contact any staff member of the dormitory.

You will have to pay for the dormitory after you check in. The administrator on your floor will tell you about the payment procedure.
SELF-ISOLATION
I plan to stay at the dormitory
Take a PCR* test for COVID-19 no earlier than 48 hours calendar days before arriving in Russia. After arriving in Moscow, you will need to go through an isolation at a dormitory. Information about where you will need to go through isolation will be provided by your faculty (dormitory addresses can be found here).

Within 2 days after arriving in Russia you must take the second test for COVID-19. The recommended insurance company will send you a doctor at the dormitory to collect material for test . Please call the insurance company at least one day before taking the second test.

Self-isolation usually takes 3-5 days. If the second PCR test for coronavirus is negative, you will be provided with a permanent place in the dormitory. You will be given the address of your permanent residence and be able to move immediately.

IMPORTANT: Without a certificate of the second negative COVID-19 test result, you will not be admitted to attend the in-person classes. A certificate with the test results must be photographed and sent to the International office of your faculty.
I plan to live in a rented apartment / hostel / with my family

What should I do if I feel unwell or show signs of illness (cough, runny nose, fever)?
You must immediately inform the dormitory administration and call your insurance company (phone numbers are indicated on your voluntary health insurance policy). Until the arrival of the ambulance team, you will be isolated in a special room. Wait for the doctor to arrive and follow his instructions.
INITIAL MIGRATION REGISTRATION
Within 7 (SEVEN) working days after entering Russia, you must be registered at the migration service at the place of your accomodation (i.e., at the address of actual residence). This law applies regardless of whether you entered Russia with the visa issued in accordance with MSU invitation, or on a visa-free basis. The consequences of violating this law are extremely serious, up to expulsion from Russia, the imposition of a fine of up to 7,000 rubles and a ban on entry into the Russian Federation for up to 3 years.

For the migration registration of a foreign citizen arriving in Russia, the state duty is not charged.
How do I register?
I plan to stay at MSU dormitory
On the day of your arrival in Russia (or the next day at the latest), please send an e-mail to the International office of your faculty confirming your arrival at the dormitory, in which the following information is indicated:

  • exact address of accommodation (including room number)
  • date of border crossing
  • border crossing point (for example, Sheremetyevo Airport, Domodedovo, etc.).

Attach high quality photographs (readable, high resolution) of the following documents to the letter:

  1. Passport (all pages with stamps and visas), including pages with Russian visa and border crossing mark
  2. Migration card.

Based on the documents provided, the employees of the International office of your faculty will fill in the Notification of the arrival of a foreign citizen indicating the place of accommodation. They will send it along with copies of your passport and migration card to the local office of the Ministry of Internal Affairs for migration registration.

The document confirming your migration registration is a detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs. Having received this document, the employees of the foreign department will scan it and send it to you by e-mail.

IMPORTANT: Please save the registration form on your phone. After completing the isolation period, be sure to visit the foreign department of your faculty and collect the original of this document.

I plan to live in a rented apartment/hostel/with my family
The landlord of the apartment you are renting must submit the documents for migration registration to the local office of the Ministry of Internal Affairs (MVD), the Multifunctional center "My Documents" (MFC) or the branch of the Russian Post. Please be sure to discuss this issue with the landlord in advance. If you live in a hostel/hotel, the administration of the hostel/hotel must put you on the migration register in accordance with the established procedure.

For migration registration, you need the following documents:

  1. Passport copy (all pages with stamps and visas), including pages with Russian visa and border crossing mark
  2. Migration card copy.

Make sure that you have been registered at your place of accommodation within 3 working days from the date of your arrival in the Russian Federation. You must receive a detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs.

After registering for migration at the place of accommodation (actual residence), you need to send the scanned copies of the following documents in high resolution to the International office of the faculty as soon as possible, confirming that your stay in Russia is legal:

  1. Passport (all pages with stamps and visas), including pages with Russian visa and border crossing mark;
  2. Migration card;
  3. Detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs.

Change of place of residence, travel in Russia and re-registration with of migration
If during the period of study at Moscow University, you move for some time to a hotel or a rented apartment in Moscow, or leave Moscow for another city of the Russian Federation and stay there in a hotel/hostel, or in a rented apartment, remember that you must apply for migration registration at the new place of stay.

A hotel or hostel will generally comply with the migration registration rules. If you are staying in a private rented apartment, make sure that the landlord is aware of the need to register the foreign citizen staying at his apartment. In any case, you should have the detachable part of the registration form. Do not forget to pick it up at the hotel/hostel, or from the owner of the rented apartment. In addition, always keep your travel tickets confirming the fact of your departure and arrival in Moscow at the place of your permanent residence.

IMPORTANT: A new migration registration of a foreign citizen in another city cancels the effect of the previous registration. In this regard, after returning to Moscow from another city within 3 (THREE) working days, you need to go through the migration registration procedure again according to the algorithm described above.

To do this, in addition to the specified documents (copies of all passport pages with stamps and visas, copy of a migration card, copy of your previous registration form), you need to present to the International office of your faculty or your landlord, the original or a copy of new registration form you received in another city.

ATTENTION: If you returned to Moscow after traveling in Russia, during which you did not exit the border of the Russian Federation, you do not need to go through self-isolation. You can go directly to your previous place of residence.
What should I do if I have lost my national passport with a valid visa, migration card or a detachable part of a registration form?
STEP 1.
Contact the local police department at the place of the alleged loss of documents with a written statement and receive an official certificate that you actually applied to the local department of the Ministry of Internal Affairs (police) on the fact of loss of documents (all lost documents must be listed in this certificate).
STEP 2.
With a copy of this certificate and a copy of your previous migration card, contact the local office of the Ministry of Internal Affairs to obtain a duplicate migration card.
STEP 3.
In case you lost your passport with a visa, contact the Embassy of your country in Russia and get a new passport.
STEP 4.

After receiving a new passport and a duplicate migration card, contact the foreign department of your faculty, having the following documents with you:

  1. New passport (original)
  2. A copy of the new passport (excluding blank pages)
  3. The duplicate of a migration card
  4. A copy of the duplicate of the migration card
  5. A copy of the lost passport
  6. A copy of the lost visa
  7. A copy of the lost migration card
  8. A copy of the detachable part of the latest registration form you had
  9. Certificate from the police department on the fact of loss of documents (original)
  10. Receipt confirming your payment of the visa replacement fee
  11. 2 pictures 3 x 4 cm, color or black&white, matte.

This sequence of steps also applies if you are from a visa-free country.
EXTENSION OF A VISA
Foreign citizens who come to Moscow University for the first time are issued a single-entry visa (for the purpose of "study" or "postgraduate study") for a period not exceeding 90 days. If your actual study period is longer than 90 days, you need to extend your visa.

In order to extend your visa, you need to go to the foreign department of your faculty with the following documents:

  1. Original passport with a valid visa
  2. Copy of all pages of the passport except for blank ones
  3. Original migration card
  4. Copy of the migration card
  5. Copy of the detachable part of the latest registration form
  6. Receipt confirming your payment of the visa extension fee
  7. 2 pictures 3×4 cm, color or black & white, matte

Copy of the order issued by MSU or your study contract with MSU confirming that you are an MSU student.

The staff of the International office of your faculty will ask you to sign an application for a visa extension and a visa application form, and will also give you a document confirming that your passport and migration card are being processed for a visa extension.

IMPORTANT: After receiving a passport with a new visa, check that there are no errors in the data specified in the visa.
EXTENSION OF MIGRATION REGISTRATION
I entered Russia with a visa
After receiving a new visa, you need to re-register at your place of accommodation. To do this, please follow the instructions below.
I am staying at an MSU dormitory
To apply for migration registration with an extended visa, please come to International office of your faculty with the following documents:

  1. A copy of your passport (all pages with stamps and visas), including pages with a Russian visa and a border crossing mark
  2. A copy of the migration card
  3. A copy of the detachable part of the previous registration form.

Employees of the International office of your faculty will send the necessary documents to the local office of the Ministry of Internal Affairs to register you at your place in the dormitory.

The document confirming your migration registration is a detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs. Having received this document, the employees of the foreign department will hand it in to you.

I am staying at a rented apartment/hostel/with my family

No later than 30 calendar days before the expiration date of the current registration form, you need to re-register.

MEDICAL EXAMINATION AND FINGERPRINT REGISTRATION
According to Federal Law №274-ФЗ dated July 1, 2021 "On Amending the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" and the Federal Law "On State Fingerprint Registration in the Russian Federation" foreign students, professors and researchers who arrived in the Russian Federation after December 29, 2021 are required to undergo a medical examination and fingerprint registration.

  • Foreign students who arrived in the Russian Federation for a period exceeding 90 (ninety) calendar days must undergo a medical examination and mandatory fingerprint registration and photography (after a medical examination) within 90 (ninety) calendar days from the date of entry into the Russian Federation.

  • Foreign professors and researchers who arrived in the Russian Federation for the purpose of carrying out labor activities must undergo a medical examination, fingerprint registration and photography within thirty calendar days from the date of entry into the Russian Federation.

Moscow University assists foreign students to complete these mandatory procedures and accompanies foreign students and employees of MSU for medical examinations and mandatory fingerprinting and photography.

Medical examination for students and employees of Moscow State University takes place at the City Polyclinic №8 of the Moscow Healthcare Department (Michurinskiy Prospekt, Olympic Village, 16, building 1)

Fingerprint registration and photography for students and employees of Moscow State University is organized at the Department for Migration of the Office of the Ministry of Internal Affairs for Moscow State University (Leninskiye Gory, 1, Main building of Moscow State University, Sector B, ground floor, to the left of the dietary canteen).

Algorithm of the medical examination, fingerprinting and photography procedures

Step 1. Check that you have the necessary documents for the procedures: a passport with a valid visa, notarized translation of passport, a migration card, a valid registration at the place of actual residence.

Step 3. Pass a medical examination.
  • Medical examination involves 2 visits:
1. First visit – registration and paying for medical examinations, tests (blood, urine) and fluorography.
2. Second visit – obtaining test results, conversations with specialist doctors.
  • There must be at least 3 working days between the first and second visit. MSU groups visit Polyclinic №8 on Tuesdays and Fridays. We will organize a transfer for you from the MSU Main Building by minibus.
  • The cost of a medical examination is 5900 rubles, paid directly at the clinic, it is best to pay by a bank card.

Step 4. Sign up for the procedure of mandatory fingerprint registration and photography via the following link: https://dikidi.ru/735933

Step 5. One day before your appointment, you will receive a confirmation of the appointment and the necessary instructions to the e-mail you indicated during registration.

Step 6. Arrive exactly at your appointment time and go through the procedure of mandatory fingerprint registration and photography at the Department for Migration of the Office of the Ministry of Internal Affairs for Moscow State University. This procedure is free. The department of the Ministry of Internal Affairs is located in sector «Б» (ground floor, to the left of the dietary canteen). Please don't be late.
Categories of citizens who are not subject to the requirements of 274-ФЗ on mandatory medical procedures. examination, fingerprinting and photography:
  • citizens of the Republic of Belarus;
  • foreign citizens arriving in the Russian Federation for purposes not related to labour activities (training, scientific and technical relations, participation in conferences, etc.) for up to 90 days inclusive;
  • officials of international (interstate, intergovernmental) organizations who have entered the Russian Federation in connection with the performance of official duties, and employees of representative offices of international (interstate, intergovernmental) organizations on the territory of the Russian Federation or employees of representative offices and officials of other organizations that was granted a status similar to the status of international (interstate, intergovernmental) organizations by the Russian Federation in accordance with international treaties, as well as family members of these persons;
  • persons under the age of six;
  • heads of diplomatic missions and heads of consular offices of foreign states in the Russian Federation, members of diplomatic staff, consular officials, as well as members of the administrative and technical staff of diplomatic missions or consular offices of foreign states in the Russian Federation, as well as family members of these persons;
  • holders of diplomatic, service passports (including special, official and other passports recognized by the Russian Federation in this capacity) and officials of foreign states who entered the Russian Federation in order to perform official duties – as well as family members of these persons;
  • employees and members of the administrative and technical staff of the offices of the defence attaché community, trade missions and other representative offices of state authorities of foreign states, as well as family members of these persons.
Fingerprint registration and photography are carried out by the internal affairs agencies once, regardless of the number of entries / exits to the Russian Federation.

With regard to foreign citizens who have not fulfilled the obligation to undergo mandatory state fingerprint registration, photography and (or) medical examination within the specified period, the reducing the period of temporary stay in the Russian Federation will be considered.

In case a document confirming completion of mandatory state fingerprint registration and photography is lost or damaged, you must contact the Department for Migration of the Office of the Ministry of Internal Affairs for Moscow State University, where such a document will be issued again.
