CHECK-IN AT THE DORMITORY
Moscow State University Dormitories:

  • Student residence hall on Leninskie Gory (DS, Main building of MSU): Moscow, 1 Leninskie Gory, Main building of Moscow State University, sectors: Б, В, Г, Д, Е, Ж. Directions: Universitet" metro station, then take buses 1, 111, 113,119, 661 or shuttle buses 572, 464 to the stop "DK MGU", or walk for about 15 minutes.

  • Affiliate of the Student Residence Hall (FDS): Moscow, 31 Lomonosovsky prospect, buildings 2, 3, 4, 6, 7. "Lomonosovsky prospect" metro station, then walk for about 4 minutes; or "Universitet" metro station, then take buses 130, 187, 260, 661, t34, t34k, 572 to the stop "Ploshad Indiri Gandhi".

  • Student Residence Hall on Lomonosovsky Prospect (DSL): Moscow, 27 building 11 Lomonosovsky prospect. Directions: "Universitet" metro station, then take bus 447 to the final stop.

  • Student Residence Hall on Vernadsky Avenue (DSV): Moscow, 37 Vernadsky Avenue (entrance to the dormitory from Kravchenko Street). Directions: "Prospect Vernadskogo" metro station, then walk for about 3  minutes.

  • Student Residence Hall at Kravchenko Street (DSK): Moscow, 7 Kravchenko street. Directions:"Prospect Vernadskogo" metro station, then walk for about 10 minutes.

  • Residence Hall for Postgraduate Students and Trainee (DAS): Moscow, 19 Shvernika street. Directions: "Universitet" metro station, then take tram 26 to the stop " Ulitsa Shvernika"; "Shabolovka" metro station, then take tram 26 to the stop "Ulitsa Shvernika"; "Akademicheskaya" metro station, then walk for about 15 min or by bus 121 to the stop "Ulitsa Shvernika".
Accommodation in a dormitory

At the time of arrival at the dormitory, please, be sure to take with you the following documents:

  • a scanned confirmation letter from the faculty which confirms that you can be accommodated at the dormitory;
  • a negative PCR test result, taken no earlier than two days before accomodation (can be done abroad or in Russia)
Show it to the dormitory employee at the entrance. After that, you need to go to your floor and find the administrator of the floor who will show you the room, give you the keys and bed linen. The administrator will provide you with safety information and answer your questions. If you need help, feel free to contact any staff member of the dormitory.
Payment for dormitory should be made after check-in. Dormitory administrator will tell you about the payment procedure. 
IMPORTANT: If you did not take a PCR test in your country, you can take it at any airport in Moscow. The results of PCR tests taken at the airport usually arrive by e-mail within 3-5 hours.

In Moscow, you can take a PCR test in the following laboratories:
INITIAL MIGRATION REGISTRATION
A foreign citizen arriving in the Russian Federation is responsible for initial migration registration at the place of your accommodation (i.e., at the address of actual residence).
If you live in a dormitory of Moscow State University, within 3 (THREE) working days after entering Russia, please, provide your faculty with all the information necessary for migration registration.
If you live in a rented apartment, within 7 (SEVEN) working days after entering Russia, you must be registered at the migration service at the place of your accomodation (i.e., at the address of actual residence). This law applies regardless of whether you entered Russia with the visa issued in accordance with MSU invitation, or on a visa-free basis. The consequences of violating this law are extremely serious, up to expulsion from Russia, the imposition of a fine of up to 7,000 rubles and a ban on entry into the Russian Federation for up to 3 years.

For the migration registration of a foreign citizen arriving in Russia, the state duty is not charged.
How do I register?
I plan to stay at MSU dormitory
On the next day of your arrival in Russia and and check-in at the dormitory, please bring the following documents to the employee of your faculty's International office:

  • Passport;
  • Migration card;
  • Passport copy: the first page, a page with a valid Russian visa, a page with border crossing mark;
  • A copy of the migration card;
  • A copy of certificate from the dormitory indicating the address of residence or contract from the dormitory$

Based on the documents provided, the employees of the International office of your faculty will fill in the Notification of the arrival of a foreign citizen indicating the place of accommodation. They will send it along with copies of your passport, migration card and certificate from the dormitory to the local office of the Ministry of Internal Affairs for migration registration.

The document confirming your migration registration is a detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs. Having received this document, the employees of the foreign department will scan it and send it to you by e-mail.

ATTENTION: Always carry with you (until you exit the border of Russia) a registration form and a migration card. These documents confirm that you are legally staying in Russia and are registered with the migration authorities. You can make scans of these documents and save them to your phone.
I plan to live in a rented apartment/hostel/with my family
The landlord of the apartment you are renting must submit the documents for migration registration to the local office of the Ministry of Internal Affairs (MVD), the Multifunctional center "My Documents" (MFC) or the branch of the Russian Post. Please be sure to discuss this issue with the landlord in advance. If you live in a hostel/hotel, the administration of the hostel/hotel must put you on the migration register in accordance with the established procedure.

For migration registration, you need the following documents:

  1. Passport copy: the first page, a page with a valid Russian visa, a page with border crossing mark;
  2. Migration card copy.

Make sure that you have been registered at your place of accommodation within 3 working days from the date of your arrival in the Russian Federation. You must receive a detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs.

After registering for migration at the place of accommodation (actual residence), you need to send the scanned copies of the following documents in high resolution to the International office of the faculty as soon as possible, confirming that your stay in Russia is legal:

  1. Passport (all pages with stamps and visas), including pages with Russian visa and border crossing mark;
  2. Migration card;
  3. Detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs.

Change of place of residence, travel in Russia and re-registration with of migration
If you move to a hotel or to a rented apartment in Moscow for a while during the period of study at Moscow University, remember that you must apply for migration registration at the new place of residence.

A hotel or hostel will generally comply with the migration registration rules. If you are staying in a private rented apartment, make sure that the landlord is aware of the need to register the foreign citizen staying at his apartment. In any case, you should have the detachable part of the registration form.

IMPORTANT: A new migration registration of a foreign citizen in another city cancels the effect of the previous registration. In this regard, after returning to Moscow from another city within 3 (THREE) working days, you need to go through the migration registration procedure again according to the algorithm described above. To do this, in addition to the documents specified above (copies of all passport pages with stamps and visas, copy of a migration card, copy of your previous registration form), you need to bring the original or a copy of new registration form you received from hotel/hostel/landlord to the International office of your faculty or your landlord.

If you travel to other Russian cities and stay in hotels/hostels/rented apartments, you need to notify your faculty about the date of departure and return to Moscow. The faculty will check the status of your registration and, if necessary, you will be asked to go through the migration registration procedure again.

ATTENTION: If you go on a trip, you should always have with you emergency contacts of your faculty's representative.
What should I do if I have lost my national passport with a valid visa, migration card or a detachable part of a registration form?
STEP 1.
Contact the local police department at the place of the alleged loss of documents with a written statement and receive an official certificate that you actually applied to the local department of the Ministry of Internal Affairs (police) on the fact of loss of documents (all lost documents must be listed in this certificate).
STEP 2.
Having a copy of this certificate and a copy of your previous migration card, contact the Migration Department of the Lomonosov Moscow State University Police Service Department (Leninskiye Gory, 1, MSU Main Building, Sector B, ground floor, to the left of the dietary canteen, room 14) to obtain a duplicate migration card.
STEP 3.
In case you lost your passport with a visa, contact the Embassy of your country in Russia and get a new passport.
STEP 4.
After receiving a new passport and a duplicate migration card, contact the foreign department of your faculty, having the following documents with you:

  1. New passport (original)
  2. A copy of the new passport (excluding blank pages)
  3. The duplicate of a migration card
  4. A copy of the duplicate of the migration card
  5. A copy of the lost passport
  6. A copy of the lost visa
  7. A copy of the lost migration card
  8. A copy of the detachable part of the latest registration form you had
  9. Certificate from the police department on the fact of loss of documents (original)
  10. Receipt confirming your payment of the visa replacement fee
  11. 2 pictures 3 x 4 cm, color or black&white, matte.

This sequence of steps also applies if you are from a visa-free country.

EXTENSION OF A VISA
Foreign citizens who come to Moscow University for the first time are issued a single-entry visa (for the purpose of trip "STUDY", "EDUCATIONAL" type) for a period not exceeding 90 days. If your study period is longer than 90 days, you need to extend your visa.

In order to extend your visa, you need to go to the foreign department of your faculty with the following documents:

  1. Original passport with a valid visa
  2. Copy of all pages of the passport except for blank ones
  3. Original migration card
  4. Copy of the migration card
  5. Copy of the detachable part of the latest registration form
  6. Paid state duty receipt (1600 RUB)
  7. 2 pictures 3×4 cm, color or black & white, matte
  8. Copy of the Enrollment Order issued by MSU or, if you do not have a copy of the Order, copy of the contract on the provision of educational services by Moscow State University to a foreign citizen.

The staff of the International office of your faculty will ask you to sign an application for a visa extension and a visa application form, and will also give you a document confirming that your passport and migration card are being processed for a visa extension.

IMPORTANT: After receiving a passport with a new visa, check that there are no errors in the data specified in the visa.
EXTENSION OF MIGRATION REGISTRATION
I entered Russia with a visa
After receiving a new visa, you need to re-register at your place of accommodation. To do this, please follow the instructions below.
I am staying at an MSU dormitory
To apply for migration registration with an extended visa, please come to International office of your faculty with the following documents:

  1. Passport copy: the first page, a page with a valid Russian visa, a page with border crossing mark
  2. Copy of the migration card
  3. Copy of the detachable part of the previous registration form
  4. Contract with the dormitory or a certificate from the dormitory indicating the address and room of residence

Employees of the International office of your faculty will send the necessary documents to the local office of the Ministry of Internal Affairs to register you at your place in the dormitory.

The document confirming your migration registration is a detachable part of the registration form, filled in and sealed by the local office of the Ministry of Internal Affairs. Having received this document, the employees of the foreign department will hand it in to you.

I am staying at a rented apartment/hostel/with my family

No later than 30 calendar days before the expiration date of the current registration form, you need to re-register.
I am staying at an MSU dormitory

  2. A copy of the migration card

MEDICAL EXAMINATION AND FINGERPRINT REGISTRATION
According to the legislation of the Russian Federation, all foreign citizens arriving in the Russian Federation for a period exceeding 90 days or arriving for the purpose of labor activity are required to undergo medical examination, fingerprint registration and photographing.

Regulatory laws:

  1. Federal Law №115-ФЗ dated July 25, 2002 “On the Legal Status of Foreign Citizens in the Russian Federation";
  2. Federal Law №274-ФЗ of July 1, 2021 "On Amending the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" and the Federal Law "On State Fingerprint Registration in the Russian Federation".

Main regulations:
  • Foreign students who arrived in the Russian Federation for a period exceeding 90 calendar days after December 29, 2021 must undergo medical examination and mandatory fingerprint registration and photographing (after medical examination) within 90 calendar days from the date of entry into the Russian Federation.
  • Foreign teachers and researchers who arrived in the Russian Federation after December 29, 2021 with the purpose of labor activity must undergo medical examination, fingerprint registration and photographing within 30 calendar days from the date of entry into the Russian Federation.
  • Foreign citizens who arrived in the Russian Federation before December 29, 2021 and who did not leave the Russian Federation are required to undergo a medical examination and mandatory fingerprint registration and photography before January 10, 2023.

List of institutions where you can undergo a medical examination procedure:
It is necessary to call the medical institution of your choice and clarify the date and time of appointment for a medical examination. Please note that in some medical institutions you will need to make an appointment in advance to undergo medical examination.

Fingerprint registration and photographing for students and employees of Moscow State University are organized in the Migration Department of the Lomonosov Moscow State University Police Service Department (Leninskiye Gory, 1, MSU Main Building, Sector B, ground floor, to the left of the dietary canteen, room 15). This procedure is free.

Algorithm of the medical examination, fingerprinting and photography procedures

Step 1. Check that you have the necessary documents for the procedures: a passport with a valid visa, notarized translation of passport, a migration card, a valid registration at the place of actual residence.

Step 2. Pass medical examination in one of the medical organizations listed above.

Medical examination involves 2 visits:
1. First visit – registration and paying for medical examinations, tests (blood, urine), fluorography and conversations with medical specialists.
2. Second visit – obtaining of test results and certificate of medical examination.

There must be at least 3 working days between the first and second visit.

The cost of a medical examination is 5900 rubles, paid directly to the medical organization of your choice, it is best to pay by a bank card.

Step 3. Sign up for the procedure of mandatory fingerprint registration and photography via the following link: https://dikidi.ru/735933

Step 4. One day before your appointment, you will receive a confirmation of the appointment and the necessary instructions to the e-mail you indicated during registration.

Step 5. Arrive exactly at your appointment time and go through the procedure of mandatory fingerprint registration and photographing at the Migration Department of the Lomonosov Moscow State University Police Service Department that is located in the Sector B of MSU Main Building (ground floor, to the left of the dietary canteen, room 15). Please don't be late.
Categories of citizens who are not subject to the requirements of 274-ФЗ on mandatory medical procedures. examination, fingerprinting and photography:
  • citizens of the Republic of Belarus;
  • foreign citizens arriving in the Russian Federation for purposes not related to labour activities (training, scientific and technical relations, participation in conferences, etc.) for up to 90 days inclusive;
  • officials of international (interstate, intergovernmental) organizations who have entered the Russian Federation in connection with the performance of official duties, and employees of representative offices of international (interstate, intergovernmental) organizations on the territory of the Russian Federation or employees of representative offices and officials of other organizations that was granted a status similar to the status of international (interstate, intergovernmental) organizations by the Russian Federation in accordance with international treaties, as well as family members of these persons;
  • persons under the age of six;
  • heads of diplomatic missions and heads of consular offices of foreign states in the Russian Federation, members of diplomatic staff, consular officials, as well as members of the administrative and technical staff of diplomatic missions or consular offices of foreign states in the Russian Federation, as well as family members of these persons;
  • holders of diplomatic, service passports (including special, official and other passports recognized by the Russian Federation in this capacity) and officials of foreign states who entered the Russian Federation in order to perform official duties – as well as family members of these persons;
  • employees and members of the administrative and technical staff of the offices of the defence attaché community, trade missions and other representative offices of state authorities of foreign states, as well as family members of these persons.
Fingerprint registration and photography are carried out by the internal affairs agencies once, regardless of the number of entries / exits to the Russian Federation.

With regard to foreign citizens who have not fulfilled the obligation to undergo mandatory state fingerprint registration, photography and (or) medical examination within the specified period, the reducing the period of temporary stay in the Russian Federation will be considered.

In case a document confirming completion of mandatory state fingerprint registration and photography is lost or damaged, you must contact the Migration Department of the Lomonosov Moscow State University Police Service Department, where such a document will be issued again.
