HEALTH INSURANCE POLICY
In accordance with the Regulations on the provision of medical care to foreign citizens studying at Lomonosov Moscow State University (hereinafter referred to as the MSU Regulations), all foreign citizens are required to purchase at their own expense a medical insurance policy that will be valid throughout Russia. The requirement for a policy is aimed at protecting the health of foreign citizens and regulating medical care issues in the Russian Federation during their studies at Moscow State University.
What is a health insurance policy?
There are two primary types of health insurance policies:

1) Compulsory health insurance policy (CHI, or «ОМС» in Russian)
It can only be issued for citizens of the Russian Federation and foreign citizens permanently or temporarily residing in the Russian Federation (that is, having a residence permit or a temporary residence permit), as well as foreign citizens carrying out labor activities in the Russian Federation. A compulsory health insurance policy allows you to receive medical care free of charge at the expense of the state health insurance program if an insured event occurs.

International students who have a compulsory health insurance policy in the Russian Federation are under no obligation to purchase a voluntary health insurance policy (VHI).

2) Voluntary health insurance policy (VHI, or «ДМС» in Russian)
It can be issued for all categories of citizens. VHI allows you to receive medical care provided for by the selected insurance program in medical organizations which cooperate with the insurance company.

International students of Lomonosov Moscow State University are required to have a valid VHI or CHI policy during the entire period of their stay in Russia for the purpose of study at Moscow State University. After the expiry of the validity period of the previously issued VHI policy, international student is obliged to purchase a new VHI policy within 3 working days.
Important: Within 7 calendar days after crossing the border of the Russian Federation, you must send a copy of the VHI policy (or CHI if available) to the e-mail of the International office of your faculty.
How to purchase a VHI policy?
We recommend you to purchase a VHI policy from insurance companies which offer insurance programs that comply with the MSU Regulations. You can purchase a policy from the following companies online (including from abroad) on their websites:

If you decide to purchase a health insurance policy from another insurance company, make sure that an insurance program provides for the provision of services in the amount not less than prescribed by the MSU Regulations.
Please, pay attention to the fact that a VHI program should provide for the coverage of the necessary preventive measures, including:

  • undergoing a preventive medical examination,
  • undergoing laboratory tests to identify infectious diseases that pose a threat to others and are the basis for refusing to issue or revoking a stay permit.
REGULATIONS ON THE PROVISION OF MEDICAL CARE TO FOREIGN CITIZENS STUDYING AT LOMONOSOV MOSCOW STATE UNIVERSITY
Please, read carefully the key provisions of the Regulations on the provision of medical care to foreign citizens studying at Lomonosov Moscow State University:

Medical care to international students enrolled on higher education programs, incoming international students (including exchange students), and international students enrolled on further education programs, can be provided by Lomonosov Moscow State University Medical Research and Educational Center (MNOTs MSU), as well as other medical organizations of any organizational and legal form of ownership:

  • free of charge in case of:
- emergency situations in case of sudden acute diseases, conditions, exacerbation of chronic diseases that pose a threat to the patient's life – by all medical organizations;

- the need to provide emergency medical care in case of diseases, accidents, injuries, poisoning and other conditions requiring urgent medical intervention – by medical organizations of the state and municipal healthcare systems;

  • on a reimbursable basis at own expense of foreign citizens in accordance with the contracts for the provision of paid medical services or on the basis of a voluntary health insurance policy (VHI) in the event of:
- health disorders that do not pose an immediate threat to life;

- undergoing medical examinations (planned, professional, preventive, including as part of sanitary and anti-epidemic measures);

- the need for laboratory tests, including in the framework of eliminating the threat of the emergence and spread of infectious diseases (including laboratory PCR tests for COVID-19).

Upon detection of a threat of the emergence and spread of infectious diseases and mass non-infectious diseases (poisoning), at the request of Moscow State University international students enrolled on higher education programs, incoming international students (including exchange students), and international students enrolled on further education programs must undergo examinations within the framework of sanitary and anti-epidemic (preventive) measures developed to eliminate the threat of the emergence and spread of infectious diseases and mass non-communicable diseases (poisoning).

International students enrolled on higher education programs, incoming international students (including exchange students), and international students enrolled on further education programs must comply with the requirements for foreign citizens provided for by the legal acts of the Russian Federation in order to prevent the threat of the import and spread of infectious diseases that pose a danger to others.

In case of a violation of the requirements of the Regulations, Moscow State University has the right to apply disciplinary measures provided for by the local regulations of Moscow State University to international students enrolled on higher education programs, incoming international students (including exchange students), and international students enrolled on further education programs.
Note: International office of your faculty will promptly give you up-to-date information on the requirements for foreign citizens provided for by the legal acts of the Russian Federation in terms of measures to preserve health, provide medical care, ensure the sanitary and epidemiological well-being of the population, as well as on how to act if any symptoms appear.
